The Brookings Institute is an American ''Think Tank'' used by The US Government to investigate and theorize a wide variety of Subjects (Economic Forecast, Conflict, etc.) Made up of the ''Best and Brightest'' of American Minds, it was founded as such in 1916. It still is consulted today by US Government ''Higher Ups''. In 1960, The Institute was contacted by a newly created US Agency, tasked with developing and preparing Americans for potential Space Flight. The Organization was named NASA. The scope of their request....provide theoretical information and case studies regarding the (then) ''new'' phenomenon known as Unidentified Flying Objects. In particular, to assess any and all potential threats to both America and NASA. The Project took 1 year (1961) to formalize it's findings and present them to a specially selected US Congressional Committee. The Project stressed that caution be used in revealing any potential contact with Extraterrestrial Life to The American Public. This was seen as critical due to possible collapse of Social, Economic and Religious Systems. Just ''what'' was used to determine a ''Religious meltdown'' was never revealed. Further, sightings of ''Objects'' in the skies over The United States, needed to be investigated, but great care was needed with regards to revealing any finding. It was better to err on the side of misidentifying or debunking such sightings rather than to admit the truth (it seems). In short, The Report stated that the sharing of any information with Foreign Nations (Allied or not), was seen as necessary for maintain secrecy (until such time as World Populations could be adequately prepared). The Brookings Report is seen as one of the first examples of a ''blueprint for World Government Cover-ups''. While Brookings Members cited later that The Report was a form of ''scientific good natureship with regards to theorizing just what NASA might encounter'' – other state that such information was already known by World Governments and The Report was used to set the stage for disinformation, which is greatly encouraged even today.
