America was not the only Country to attempt to officially investigate Unidentified Flying Objects. Russia (then The Soviet Union), dis as well. Their Organization was said to be called Institute 22 . Russia still claims that the Organization did not exist. Said to have been established in 1978 by a joint Committee of The Academy of Sciences and The Ministry of Defense The Institute was said to have investigate over 3,000 cases before they closed (after the collapse of The Soviet Union). Mostly high profile cases, each Russia soldier was said to be issued a special manual with instructions on how to properly investigate a UFO or Alien Contact report (and how to gather evidence). The Institute is even said to have stopped World War III. In 1982, a computer glitch in a Russian Nuclear Defense Facility showed that The US had launched against Russia! History states that an alert Junior Officer stopped the counter strike by Russia (in which The US would have thought Russia was attacking FIRST). This however, was a cover story . In reality, a large UFO (hovering near the Facility), triggered the alert. It was actually Institute 22, that stopped the malfunction.
