 This story has been told in Cologne, Germany for many Centuries. It's true genesis is unknown. Like most Germanic fables, it has Elves. According to legend, - in times of old, The people of Cologne were too lazy to do much of anything but eat and drink. They realized that they needed to build a City (with homes and business) to live and work. City Elders entered into an agreement with a local population of little people . The deal was for the Elves to build all that was needed (to become the City of Cologne). In exchange, little houses and villages would be build throughout the City for them.
