Outlaws are only available as part of an event or can appear as hostile units spawned by outlaw camps or warlod keeps. If one manages to capture a warlord estate then the warlord keep will periodically provide the player with new outlaws. They're very similar to men at arms in every way and should be used in the same fashion. Just like the man at arms, the outlaw will throw his spear and then go to battle with a short sword until his spear recharges.
