Adopted in 1913 and used throughout World War I (1917), The Fortress Flag was an exact copy of the previously used Naval Standard. The difference featured a Centered Crest which was the personal Crest of The Tsar. This was a Shield featuring St. George on horseback, trampling The Dragon. This Crest was fully colored. Flown over any Coastal Fort or structure used as Coastal Defense around Russia's extremely long Coastlines throughout, the used of The Flag ended with The October Revolution of 1917.
