With variants used in The Cold War, The ''Emergency Action Message'' or EAM, is a coded authentication order relayed electronically to those US Military Commanders under The SIOP (or previously discussed ''Single Integrated Operational Plan''). This Plan coordinates The US Nuclear Deterrent and Attack Protocols. The EAM is sent to Missile, Air and Submarine Forces by The National Command and Control Authority (US President or designated). It much be verified by at least (2) Members of an Assets Command (Commander and Executive Officer for example). Once an authenticated EAM is accepted, the selected Nuclear Asset is initiated and cannot be recalled.
